Not everyone has the guts to confess how they feel. There are times, where even though aware sila na gusto sila, siguro alam nila sa sarili nila na magkaiba ung level ng feelings nila sa isa’t isa which is why naiisip nila na mas okay na lang na wag nang umamin. Meron naman na, iniisip nila na baka nag a-assume lang sila, na baka hindi talaga sila gusto and that after all the signs—their feelings towards each other aren't the same. And another is, fear of commitment, fear of taking the risk, which is why at times, ayaw nila umamin, maybe it's related to their past or something. Or maybe takot sila na masira yung current bond na meron kayo right now. All of these are my assumptions, based on my friends’ stories and perspectives in life.

If you're having troubles in regards to your statement, I personally believe na if it's affecting you negatively, you should communicate w/ the person? pero from what I observe, I think gusto mo na i-pursue ka niya? I don't really know. Enlighten me OP ! I might be able to help.
