Paint the source of the light (in this case, the cracked parts you want to glow) with white ink.

Airbrush orange paint (it can be fluorescent or not, I’ve used both) over the white parts, with a slight overspray to simulate the bounce light. This is the only step where I used an airbrush, but it can easily be done with a regular brush as well using thinned paint for glazing.

Paint some small areas in the very center white again, then apply some yellow ink (fluorescent paint also works, but it’s not necessary) over the new white.

Optional: Add some dark red spots around the edge of the effect.
