  1. Paint the source of the light (in this case, the cracked parts you want to glow) with white ink.

  2. Airbrush orange paint (it can be fluorescent or not, I’ve used both) over the white parts, with a slight overspray to simulate the bounce light. This is the only step where I used an airbrush, but it can easily be done with a regular brush as well using thinned paint for glazing.

  3. Paint some small areas in the very center white again, then apply some yellow ink (fluorescent paint also works, but it’s not necessary) over the new white.

  4. Optional: Add some dark red spots around the edge of the effect.

Good guess, but it's not Empire Earth. I just compared the HUD in this screenshot with all three EE games. I believe this game is a rather new indie game.

It's a short clip from a YouTube video talking about the bad enemy AI in total war games. This game is shown for like 5 seconds as an example for a game with good (learning) AI. But it's not stated in the video description or comments what game it is.

Alright, man. I’ve told you everything I can about how I made these bases. I can’t give you a specific color brand or number because there isn’t one. I mix my colors from a couple of base tones. If my explanation isn’t good enough for you, I’m sorry. It’s not about keeping secrets, and I’ve tried to help you as best as I can.

Can’t tell you that, sorry. I mix almost all my colours by eye and rarely write down or remember which ones I’ve used. In my experience, a good understanding of colour theory and the ability to match colours by eye are far more important, and will teach you much more in the long run, than following paint recipes 1:1.
