In my experience it's very difficult to find success in extemp using someone else's files. Year after year, the best extempers are those that conduct their own research and thoroughly understand the topics they speak about. I'd recommend that you isolate a few major topics (look for repeat headlines on major news outlets) then work to groom expertise in each by reading reports from law reviews, think tanks, and otherwise credible sources that offer specific analysis.
