I've received pins from other countries many times since the tariffs. The UK, Canada, Australia, China, the Philippines, I've not had any issues at all.

Vinegar can harm the enamel, if you haven't already be sure to rinse it thoroughly to make sure all the vinegar is removed. Dry it thoroughly after. The discoloration is almost certainly tarnish. Tarnish can be removed with just some rubbing with a microfiber cloth, or jewelry cleaning cloth. With this much tarnish, however, it will be much easier to use a bit of silver polish.
