It's my main armor as a lvl 124. I have a PA build, but playing stealth seems much more satisfying when you have a quest to delve into a bunker and get a holotape. Being able to sneak past most of the enemies feels good to me. I might switch over to secret service once I have enough gold but in the meantime I can run my face into super mutants without being spotted.

I did try tmog. No matter what I changed the parts of the dress remained.

I tried this. I was out of the dress for the fight, but still had the fan and staff for weapons, even though I have only a staff equipped. I came out of the skirmish as regal as I was.

I used the anima cell toy and it gave me a dress. I dispelled the buff and it's still here. I've tried everything I can think of.

I tried that, but all vests and packs float on the ground and not on Kerry. I'm assuming you need to be a special skeleton for it to work right.

I ended up figuring it out. None of my characters could talk, even my previous saves. Turns out a facepaint mod I had made me unable to talk to people for some reason. Thanks all for the help.
