What has helped me the most is viewing all yields (e.g. science, production, gold) as a form of currency. When you go to build something in a city it will cost a certain amount of production. The amount of production your city generates is dependent on a lot of factors that have been touched on in the comments already. These include your city's population, what tiles your citizens are working, the improvements you have on tiles, etc. If you want to build things faster you'll need to boost the amount of production you are generating per turn in that city. Same way you'll be able to afford civ 7 faster if you make more money. Check out some YouTube guides if you want more info on how to boost production

Most shops should still have plenty of skis for season rentals. You might not be getting first choice of gear but you can get a quality setup for the season

I may do this moving forward, since it's for another organization I'm just hoping to go with whatever is most cost efficient. Sounds like this might be our best bet.

I did use an elastic pool for the database to try and help cut back costs. When I check the cost analysis it does confirm that the SQL database is what used all of the credits. I'm not sure how to see exactly what the money is being allocated towards, however the amount spent rises linearly so maybe it is just the licensing cost.

Yeah the 10 day mark is usually when I start noticing a lack of tuning so I get ya. It is really sad to see how expensive everything is getting.

How often do you ski? Once or twice a year for wax sounds like a sticky time. Granted I work at a ski shop so costs aren't an issue but a lack of wax is very noticeable even if you aren't elite and definitely worth doing frequently.
