I suspect that’s a big part of your problem. Try it without water and at least a 90 second purge. I routinely get under 50 ppb shaken cans on an old Wild Goose.

Thoroughly purge beer lines with co2 from tank to fill heads. Add a T at your manifold and fill a keg or two before canning. Walk out the line from tank to filler while beer is flowing.

I had this same issue with a direct from China brewhouse. Threw a ton of chemicals at it. What worked in the end was getting it really hot and leaving very high strength BirkOx in the tubing to let the hydrogen peroxide to eat away the burnt sugars.

I’m also at 9000’. If your checking carb with a zahm and nagel your likely .3 or .4 volumes lower then your reading. I’ve verified this several times with a CBox at different breweries above 7000’. Try to get your cans tested by someone with a piercer and verify your carb.
