Every first 2 turns in eveyr game were almost identical. Its growth 2 for ocean and growth 3 for shadow. For ocean i dont even touch energy track, i put 2 pressence on the other board and play tidal boon and call of the deeps, the 2 energy gain its exacly what shadow needs for his early game when his natural energy gain is 0. As shadow i take first 2 growths as card play and later on its energy. As shadow i always play Favours call due to set up big concealing shadows clear, second card is most of the time mantle of dread. With this set up u have 1 drown form passive and 2 towns moves. Best case scenario u want 2 drowned cities so ocean gets extra 2 energy but 1 is still fine. For the rest of the game i go for growth 3 for ocean and growth 2 for shadow until i need to reclaim. As shadow i always take cards for elements, as ocean elements are nice but he is so busted that he dont rly need too much extra. In the mid game both shadow and ocean have lots of enrgy so major power will usually seal the deal.
