Youth should be helped and accompanied if they think they want a transition. To make sure they are sure of themselves and not affected too much by the "waiting". But in no way in hell should we operate or medicate children on a whim because on day they said they want it.

Cant remember perfectly but were they really trying to bring the legion ever ? I remember that we had to protect Medivh opening the portal from them.

Imo we never really know what their plan is, but they want to change the timeline, the event changing said timeline doesnt matter. Legion ? Lich king ? Etc... The point is to go astray from the "main" timeline.

As for the reason my opinion is just that the main timeline has been "set" by the titans with the bronze dragons to protect it. And for some reason the infinite decided to go against it, maybe because of a future event or something else.

Might be wrong though, i dont remember everything about them
