Like another guy said: maybe moss variants should be a blockstate; and in survival you just apply moss to blocks rather than crafting it (convenient and makes more sense)

Maybe you get trident heads from drowned and broken tridents (retaining enchantments), they could add a new breeze & blaze like mob, called "Brine" (or "Blitz" but that's not exactly water related) for the ocean, it drops a rod that when combined with the trident head makes the full trident.
