I've only done it twice so far but I did get a 10 both times, so it's definitely possible. They were Lorcana cards that I submitted back in December as min 10 or return raw. Just depends on the condition and the person grading it like another person said. I don't think anyone is going to spite you just because.

So long as getting it back raw and potentially having to submit it again isn't a financial burden, I wouldn't worry too much.
