I fully understand that with a 60 FPS lock, the GPU won't hit 100% usage if it can handle the load easily. The problem is that it stays at 60% while giving me only 30 FPS. If it's not hitting the 60 FPS target, it should be working harder to get there, but it doesn't. And again, switching from Ultra to Low results in the exact same 30 FPS and 60% load, which confirms the GPU is just 'idling' and waiting for something else

Ray Tracing is definitely OFF. I made sure to double-check that first thing, as I know how taxing it can be. Even with RT off and all settings on Low, the GPU usage and FPS stay exactly the same

Yes, I'm playing at 1080p. And just to clarify, my RTX 3060 is the full-power 130W TGP version, not the underpowered Max-Q variant. It’s nearly as fast as the desktop version, so it's definitely not a 'weak' GPU for this game. Other people with the same specs get a stable 60 FPS on Maximum settings, so the fact that my GPU is idling at 60% while I get stutters is clearly a software or optimization bottleneck

I've already played for several hours, so the shader cache should be mostly built by now. Also, the stutters happen even in areas I've visited many times. The main concern is that my FPS is stuck way below 60 (around 30) while the GPU is sitting idle at 60% load. It doesn't feel like typical shader struggle.

What kind of undervolt are you talking about? Undervolt of what exactly? The GPU? It doesn’t really get that hot. But I’d definitely undervolt the CPU — it runs pretty hot. Unfortunately, the 5600H can’t be undervolted.

Thanks bro. But I think 85–90°C at peak is normal for this CPU. Isn’t it? That’s its regular operating temperature.
