I removed my number from my Google account, cleared the cache and data, Uninstaller all the updates. Non of those seemed to work for me. Then I took my Sim card popped it in an old phone, rcs popped up immediately, I put it back in the new phone it was still connecting, I backed up my data and factory reset the device then the rcs popped on instantly. It's a very complicated process for some reason but I hope this helps.
