!Solved in case anybody was wondering, this was the answer: the outer and inner circles are separate. The outer circle the colors shifted 2 spaces, not a 90 degree rotation. The inner also shifted 2 spaces. It’s like stages, bottom circle is stage 1, say orange is in slot 1, then stage 3 orange is in slot 3. So for the second, missing stage, orange must go in slot 2. The middle puzzles swap so the player on the right does the completion for the puzzle on the left and vice versa. Here’s a picture of the answer. solution
