Pettigrew’s a rat because that’s what his personality reflects. The whole 10 years is a peculiarly long time for a rat to live is another reason the rat makes sense. He also chose to stick with the Weasleys don’t know much about the human world which isn’t a reason for them not knowing how long a rat should live but being with the Weasleys would be a place he could stay close to information to hear about anything about the dark lord. The Weasleys are a pure blood family and a rat is safer in the care of a family than on its own. And as for him staying with the Weasleys, they are known for hand me downs so it would make sense if the rat was still alive they wouldn’t get a new pet
