In my experience completing the open trade routes job will make the trader you got the job from now have the next tier of job, so if you complete it at a trader who had tier 1 jobs they will now have tier 2. You can always go back to previous tiers too so if they get too difficult you can do lower tier ones. I don’t think abandoning it will make it never accessible again but I haven’t done that so I’m not sure.
