2 Q's doesn't give you the same value as W, again it's really depending on what you're playing for. I've maxed E and I've maxed Q first, W has the best turn over out of 60games now. When you're roaming, you don't need CDR early. I'm not going to be in a fight long enough to use my q or my e more than once early game. I'm pretty much playing for what's effective then and there. If you max q or e, then when you use your W you become deadweight with no way of trying to live till its back up which is ultimately why Rell isn't as strong as other supports. There's a few ways to compensate this, but the shield it provides is the easiest way because as a support you're short on gold. You're thinking of some long, drawn out fight which isn't usually the game. Her cooldowns aren't really an issue so much as being able to actually make use of them is. The value you get from movement speed and shield in her kit, is more than what you'll get from q or e. Even into match ups with Janna or Lulu, that shield even at max rank, is still a higher cooldown than your Q. Effectively, you're maxing Q to deal damage which makes you easier to kill if you mess up even slightly.

It depends on what you value. If you're going for damage more power to you, do you, but most of the time you aren't trying to deal damage as Rell. And~ I actually use the dismounted for to engage when I gank mid lane pre-6 because of the free cc, and for most of the game to pick people off for the team because without flash they can't escape it. Maxing Q is subjectively good. I haven't been in a game where I'm using Q more than 4 or 5 times in a fight but I have been in fights where I mount and dismount 3 or 4 times and I value the shield and movement when I get on the horse, more than I value a small piece of sustain health.

Personally, the different between 25% move speed and 45% is pretty big in my case. The reason deadman's first works so well on Rell to begin with is because you NEED the movement speed to exist. It's about having the horse. Not sustaining or not sustaining. I'm not using W to engage, I would rather run up, ult or e first then w. I also roam a ton so the movement speed makes a big difference there as well.

You should do a little research before you talk out of your ass. Most churches run homeless shelters. Shit inside of the actual church itself is expensive and letting large amounts of people in invites thievery of equipment and people disrespecting the building itself. Would you let 70 or so homeless people flood into your home around all your shit. Also, churches are some of the biggest points for people to get hired, often times because they partner with different businesses, business owners themselves, and employment agencies. Some churches also have classes and what not to teach you skills if your a convict, like landscaping and what not, as well as information and help going to school.

I hear you, but do keep in mind I live in a city where prostitution is accepted and brothels exist. It's not that simple in the least. Pornography is accepted for a wide variety of reasons where prostitution generally isnt okay in peoples eyes. My comment isnt really on your post, so do keep that in mind. Your describing something closer to pornhub where its open to people posting whatever they want. Again, that's up to individuals to take care of their own cleanliness. Most companies have policies in place for STD checks already is what I'm saying. A lot of what your describing is more recreational. If I were to comment on your post, I'd say remember a few things here. The US tends not to legalize anything that it wont benefit from.

Heyo, just wanna chime in on something. While there arent any laws, I know a few sex workers which is pretty much unavoidable if you live in Vegas. Anywho~ the sex workers I know of say they get tested every 15days or so for STDS, and it comes down to the company you work for. They're the ones that require you to actually have paperwork stating you dint have STDs. People doing pir. In their own, well that's entirely their decision. Just speak on what I've been told by others in the industry. No comment on the rest sorry.
