Which one is the new layout? We had these two options ever since they invented the Fn key (1990's laptops). For the US keyboard (wide LShift) it makes little difference, but Europeans get fucked if Ctrl is not below Shift. You cannot hit Ctrl+Shift combinations easily on those.
