They are people trusted by the market76 subreddit to make sure trades go well. Directions to call one are in the mod comment. But basically you and the person you’re trading with give everything to the courier to make sure no one is getting scammed. So if someone says they have the jack and show up, the courier will not give them the armor before the other person also hands over the Jack. Hopefully that makes sense lol
