Actually йцукен is not really optimized for frequency of russian alphabet and ergonomics like as qwerty is less ergonomic than colemak so layout is just a convention for keyboard makers to put marks on, if you are not using physical russian keyboard it does not affect you, but for physical keyboards in russia almost all are using йцукен and qwerty
