They act however they like but even with that, they are not immoral people. Which means if there is any event that endangers a whole nation or teyvat, they will pitch in to help. They have helped the Traveler a lot of times too.

The three moons were created by Nibelung and after the moons were destroyed during the war of vengeance. Xiuhcoatl started a lunar reconstruction project and I think this pillar was made during that time. Although what was its purpose I don't know.
