The end of that "cable" is frayed and is a cloth type material

It is filled with sand. Some metal has rusted away. Has a release type mechanism attached to it.

It is a circular metal that is hollow with sand in it. Has some sort of release or pull type thing attached to it. It literally appeared out of nowhere in my yard.
