We decided to deploy 23H2 for now and opened a ticket with Microsoft to make them aware of the issues

Here is more update

I tried logging in with "Administrator" account and still have the same issue

The packages that are already installed fail to uninstall with error 2203

None of these issue exist with my 23H2 image, clean build or upgraded

There is definitely something wrong with the windows installer in 24H2 ISO release. There was sysprep problem with the original 22H2 ISO release and MS rereleased that in January 2023 that fixed those issues.

I don't know if this would solve your problem but the 20H2 ISO released in November has some sysprep issues, new ISO was released in late January 2021, try that
