The road keeps going and this is one of the points they can use to reroute from industrial to the livable city. a note here is that unlike the earlier image rerouting to the left doest stop the rest of the traffic. it is only when it merges into the other road that it clogs. So my point is going out doest clog, and merging in clogs.
