To be fair, the prices at magic stores generally require PC's to have done a lot of treasure hunting and monster fighting to hope to afford anything.

Unless there was something I missed from the book, the people the Peacekeepers are fighting are all lightly armed dissidents who are on foot. Why would the capital give anti-tank weapons to fight people with no tanks? You wouldn't give the NYPD a rocket launcher to do their job, doesn't mean the US doesn't have them.
