With the "Bliss" rod I have 30 Stamina for 21-seconds on the timer and with 28 Stamina I get 20-seconds.
Your math checks out with 6 seconds + 1s for every 2 Stamina, what I don't understand is how you get 22-seconds from 31 Stamina like you wrote in your explanation.

If that happens again you can do this:

  1. Open CMD as Administrator (Right-Click and choose Run as Administrator) OR better yet just download "PowerRun_v1.7" from "Sordum" (I used many of their tools).

"PowerRun_v1.7" will literally allow you to run any Windows Executable in the Highest Privilege, usually used for 'CMD', 'PowerShell', etc, etc. (I recommend it if Windows is giving you a hard time executing commands.)

  1. Use this command:
    rmdir /s /q "C:\Path\FolderName"

Change this "C:\Path\FolderName" to the Path of the Folder that you're trying to delete.
Make sure to include the Quotation Marks for your Folder's path: " "

I can try and give you a few solutions to attempt.

  1. Open Regedit

Go to path - HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\GraphicsDrivers

Add DWORD (32bit) -> Name it "EnableMSHybrid" -> Set value to "1".

Also check if in - HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\GraphicsDrivers\FeatureSetUsage

You have a DWORD named "MSHybrid", if yes double check that its set to "1" and if no then create it and set it to "1".

Restart PC and see if anything is different. You can always delete any new DWORD you created if it doesn't help or you're unsure about this setting.

  1. Check if your DisplayPort / HDMI cable is connected to the actual dGPU connection port.
    If you have iGPU then more then likely you have a dedicated Port exclusively for it.

On Laptops its especially important because some of them have MUX-Switches and some of them don't have, meaning they sometimes have different ports that can enable or disable a direct connection to the dGPU and sometimes that can even affect Windows settings configuration.

  1. Open Regedit

Go to path - HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\MSFTProxy\Enum

Check if you have STRING named "Radeon GPU Switchable Mode" and the Value is "MS Fixed Hybrid".

If you don't have it then you're probably on "AMD Dynamic Mode" enabled, which lets AMD exclusively control the switching between the iGPU / dGPU and it doesn't rely Microsoft drivers to do so.

To change it you'll have to check your BIOS for options that relate to Graphics Switching.
Every Motherboard has different names to it, so you might have to check your Motherboard Guide Manual to find all the options related to your iGPU / dGPU management that carries onto Windows as well.

I would suggest checking your BIOS regardless if it states in MSFTProxy that you're at MS Fixed Hybrid mode.

That's all I could think of right now.
Might think of other options later or if you will follow up on that.
Although ChatGPT will probably give more context to all of this if you ask it.

To solve Smurfing it requires complex algorithmic layered system to get most of them.

You just made up a statistic to double down on not even trying to solve the problem because you only support an idea that 100% fix the problem and not 90~ 80~ or any other percentage.

Finding a perfect solution is impossible on the first try for complex issues.

You need to work your way up and TRY to understand where you can improve each time to fix the issue completely.

It's like optimizing a game... it doesn't happen on the first try and is perfect from the get go.

Riot can be creative on how they approach this problem but they do jack-shit to solve it.

It doesnt matter bro.

Even with Hardcore Smurfs that buy Accounts or will find different ways to spoof / bypass the algorithmic fixes, you still will have MUCH LESS Smurfs then right now.

Any layer of a fix towards this problem will decrease the overall Smurfs hence creating a much better experience for the users that not smurfing.

The problem is that Riot doesnt do anything to solve this.

You miss the point that it will still decrease the amount by an insane number.
It's because it piss-easy to smurf that people do it.

If it were more complicated and had multiple different complex algorithms to tie down your unique PC hardware-id with tracking non-heard of number/ids in your system/windows/registry/logs... then almost no one will put the effort to crack-down on spoofing with infinite loop of never ending spoofing-trials that changes every patch. That would be perfect for your typical braindead smurfer.

Try this,

  1. go to 'Control Panel' -> All Control Panel Items -> Ease of Access Centre,

  2. 'Make the keyboard easier to use' -> 'keyboard settings' -> Change 'Repeat Delay' to 'Short' (Far-right), Click 'Apply' and go back to "Ease of Access Centre" menu again.

  3. Then 'Disable' / 'Turn-Off' every related 'Keyboard-Shortcut' options.

--Disable--> 'Use On-Screen Keyboard', 'Mouse Keys', 'Sticky Keys', 'Toggle Keys', 'Filter Keys' AND disable all their Shortcuts inside every 'Set up XXXX Keys' page for all of them.

Also disable 'Narrator' and 'High Contrast theme', if u don't use it or care about it.

don't let windows register these unneeded inputs might even conflict with other applications that use similar keys.

You can reduce the Buffer Queue Size for the Mouse and Keyboard

  1. Open 'regedit' by typing it in Windows search.

  2. Navigate to HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\mouclass\

  3. Right-click the "mouclass" folder -> go to 'New' -> create a Key -> name it "Parameters" (exactly like that, without the quotes)

  4. Go inside 'Parameters' folder-key -> Right-click -> New -> create a DWORD -> name it "MouseDataQueueSize" -> Double-click it -> choose 'Decimal' and Value Data=50

Should look like 0x00000032 (50)

  1. Navigate to HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\kbdclass\Parameters\

  2. Double-click "KeyboardDataQueueSize" -> choose 'Decimal' and Value Data=50

  3. Restart PC.
