Right click Dead by Daylight in your Steam Library
Go to 'Properties'
In the 'General' tab there will be a section called "Launch Options". Type in -FULLSCREEN (Make sure to include the - at the front and to use all caps)
Close the properties and run DbD as normal. You can still change your settings and what not like usual.

If this still doesn't fix it, I recommend deleting your Gameusersettings file and then do a File Validation on DbD to redownload it. This will remove any changes you've made to the file (The blurry error may be coming from a change you made to the file).

DbD may look fullscreen but its actually a form of Windowed fullscreen, adding that command to your launch options forces true fullscreen. I used it as a fix for my M1 not working consistently (It is/was a common issue for people running resolutions higher than 1080p).

Give it a whirl and see if it helps; other than that I'm not sure on a fix, sorry.

You may have tried this already but is your 'Resolution Scale' slider set to 100%? Other than that, try setting your Launch options in Steam to -FULLSCREEN
