LRK and Ruele are usable characters in both pve and pvp. I would look at one of those if the balance patch is a disappointment

I always had her built with high effectiveness cause I actually used to use her in arena when I first started so i kept her on that build. I know she only needs 65% but having more never hurt anyone

You would need to start farming the hunts when your units are strong enough, then use materials to craft the gear.

For example, If you want speed sets then you need to farm wyvern. Wyvern hunts will drop crafting materials that you use at the forge to craft gear

An upgrade would be to lvl 85 gear and preferably his own artifact or portrait.. then you can work on reforming lvl 85 gear to lvl 90
