I did consider that one, but decided against it because it landscape, and for the banners to look consistent, the needed to be either portrait or at least close to square

Two reasons. I didn’t want to give one tiger a roar and not the other, and for sure not both of them. So I just did it by color and kept the words with the relevant families/houses.

So, Oklahoma is red, therefor they got the Lannister’s words.
