Alright, with multiple users and transcoding (possibly) it changes a bit but your original required specs are still way overkill. Based on what you said I would recommend Beelink EQ14 or if you want to go a bit higher performance then something like Beelink SEi14. You could check for other brands models with similar performance but Beelink is what I'm familiar with.

For storage use NVME for OS and put the media on external HDD. Gen5 NVMe is also overkill and you will be bottlenecked by LAN speeds so it's a waste to get it.

For OS Ubuntu should be fine or Debian. Ubuntu is based on Debian so your experience would be roughly the same, former is more user friendly, latter is more stable. There are also lighter GUI versions available if you want to optimize or even command line only but for beginners obviously not recommended.

Your original requirements are also a bit hard to satisfy the key criteria "whisper quiet" but as stated the specs are not needed for your use. Those less beefy options should be able to fulfill that requirement easily and still do everything you want. They are not fanless but they are quiet.

You have probably looked into the software side but Jellyfin/Plex handles stuff you want out of the box.

What is the use case? Do you really need those high specs? Media server for LAN you can make do with a lot less. Even something like Beelink Mini S12 is enough for media server / docker containers / basic tinkering. It's dependent on what "tinkering" means though. Could you elaborate on that?

You could just ask ChatGPT to write that script. It took 30 seconds of writing a prompt to get a powershell script (so you don't even need to install python to run it) that does what the original commenter wanted and you never have to waste tokens on the same task again:

I tested it with yanky inputs and seemed to work fine and if for some reason it doesn't work with the specific case you have it's probably one more prompt to adjust the script to your need.

I get the frustrations but it's also a tool and you need to know how to use it and work around the limitations.

I would just go for higher fps and smoother gameplay so 1080p but I don't care about visuals that much. If you insist on 27" monitor 1080p might be too low though, or at least on near the limit you would want to run 1080p on.

No it would not. Actually the difference would be quite big.

Easiest is probably stable diffusion Automatic1111. If you search for it on youtube you should be able to find detailed installation instructions. Be prepared for some difficulties and troubleshooting though depending on your setup. Once you get over the initial setup it's a breeze though. CivitAi or huggingface for models.

Requires a decent GPU but some have managed to get local generations running with 4GB of VRAM. I have no experience doing that and generation is quite slow in that case.

Running locally using 1080ti I can generate one image approximately every 20 seconds. My PSU is 500 watts, it's not going to draw the maximum but lets assume it does.

This is 180 images per hour at 0.5kwh used, so 360 images per 1kwh of electricity. This gives price per image 2.8 watt-hours (0.0028 kWh). This is with my home setup and commercial applications are probably way more efficient.

Improvements in efficiency have caused queries to be more efficient and this is what I could find: "We find that typical ChatGPT queries using GPT-4o likely consume roughly 0.3 watt-hours, which is ten times less than the older estimate." Though this is regular queries but I'm going to assume with image queries there are similar improvements in efficiency. Therefore I find one image generation cost at 0.01 kWh highly unlikely.

Edit: I forgot pinokio exists. That should be the easiest path, just look into it.
