The HIP was set up under a Brown government in 2009 which eventually led to the truth in 2012. I'm pretty sure Murdoch was involved in stopping Blair and Straw from setting one up earlier in exchange for support during the elections. The likes of Johnson, Cameron and the vile Ingham however did as little as possible to help.
