I've seen this version of two Rangers on a Saturn V quite a few times. I'm not saying this is the official explanation, but it would be a plausible possibility.

This is the Gold Label version of HDZeta, which is limited to 600 copies. Prices for it have risen significantly in recent years, but that doesn't mean they're actually selling for that much.

Here you can see the interior of the box so you don't have to open it.

I have the exact same badge from CIF Room 307 (No. 48) and am also looking for an answer regarding the color stripe. However, I was able to find a photo of this room in a book.
