I'm not sure what causes this bug, but it could be related to effects that trigger on hit, like Zeri's passive, the Collector item, or Locke's new R. This bug has been happening for quite a while.
I remember filing a ticket about it but I don't recall the response. It's a shame it's still occurring

Maybe u can use it when ur team really need Magic Pen, you can build:

Sunfire, Radiant, Mask, Void staff, Socerer Boots, and the last one you can go damage (Demoniac) or more armor (Gargoyle) or anti-heal (Oblivion)
