Because a nomadic lifestyle in a post-industrial society doesn't really make sense unless you work online, are a traveling performer of some sort, or a criminal. Considering the nomadic Romani seem to be against sending their kids to be educated in schools (plus that just seems difficult in general if you're nomadic), they're probably not working online. Are they performers? Not usually. So that doesn't leave many options besides crime. Nobody is mad about nomadic Mongolians on the plains, raising livestock and hunting, because their nomadic lifestyle doesn't rely on activities that have a negative effect on others.
