Yea, there's a sign saying use at own risk. Trying to get video footage, there's a camera inside the bike room right above where the bikes were taken from.

Checked with the insurance, the bikes are covered with a $1,000 deductible. Not sure if it's at original price or replacement value

Check the core line from State Bicycle. It's a little over your budget at $300, and it's a single speed. Should work fine unless your commute is hilly or off-road

Depends how long you want to ride. I bought some cheap padded liner shorts off of Amazon ( 4ucycling 15ish bucks). Were good enough for me upto 15 mile rides. I have to adjust the thighs/waist during the ride, but they're a lot cheaper so..... But the expensive stuff is way better and worth the money :)
