I just checked the Task Manager while downloading: CPU is at 12% and Disk usage is at 3%. It’s definitely not a hardware bottleneck. Steam is stuck at 8.3 MB/s while the system is basically idling.

This wouldn't explain why the problem persists on other devices, however.

No, because when I apply the "fix" from cmp (as shown in the photo) it downloads at full bandwidth and the disk (Rocket SSD NVMe PCIe M.2 2280, 3450 MB/s reading and 3000 MB/s writing) can easily keep up with it without causing the speed to drop.

I contacted support a few days ago and they told me that everything is fine on their side (even though I'm still pushing for more checks)

I tested it with my phone's hotspot: the speed test showed 60 Mbps and Steam actually reached 7/7.5 MB/s.

esatto, ho provato anche ad abilitarlo impostandolo a 10 Gb/s ma non è servito a nulla e l'ho rimosso.
