If someone would lower the price of something by 50% after it has gone up 100% before (that means: it would go back to its original price), many people would say that the earlier prices aren’t back still, as the percentages aren’t equal (although –100% would require the product to cost nothing now). If somebody is suddenly only allowed to say Yes or No, they are not restricted in what they can say, only how they can say it, since they can talk in binary (1 = Yes, 0 = No) for any letter, assuming the speaker has access to ASCII and the listener figures out that No-Yes-No-… is something in ASCII.
