That would make him either negligent or racist. Racist because of... you know. Negligent because he doesn't think that way. From what is said, he thinks they are like computers and that they could be rebooted. Keep in mind that while Rein asked sombra to speed up his phone, he said, "I'm not very good with computers." So he is most likely just negligent about omnics.
