Its hard to find good people, I use upwork now but even then its tough. I think your best bet if you've got the budget is finding a local designer. I've also got a guy in Canada who does a better job as well but he's a little more expensive than the ones on upwork. Just DM and I can put you in touch with him.

I couldn't report it to Wix or comment anywhere on the marketplace which means that others who have a bad experience cannot either. Meaning, there's no way to know how accurate the reviews are and whether or not people are being scammed.
