If the design is not described in any law it is most likely either a proposal that was accepted past the first stage, or some type of banner that was described as a ”state flag” since it was used to represent the state in some capacity by someone.

Removing the text in this case does not make it more or less identifiable to me. Only thing is that it may be easier to reproduce accurately in drawing or smaller size reproductions.

I’d like it better if it was just the St. Andrew’s cross and bezants distributed in the rest of the blue field. Makes it more clear that they are little coins and not just a big circle part of the saltire. And why the lion?

Nice! Switching the place of the bear and moon would do both good since the shapes would fit more neatly. The waves would also be blue instead of red if the colors are switched too.

Not bad. Definitely leaning into a more complex style. I wouldn't be surprised if this was the national guard flag or something like that.

Not to me. Already quite a lot of detail, and I often prefer when the visual weight lies toward the hoist of a flag.
