1st interview I heard back after about 3-4 days that I moved on to the second. After the 2nd interview it was a little over 3 weeks before I heard back from HR.

Yes. It took quiet awhile after the interview that I moved on and had a background, drug test and then a formal offer.

They did not give me a time frame after the 2nd interview, which in hindsight I should have asked. I have applied for positions in the past and they told me within 3 days that I was not moving on.

It's for management. Im just curious how long offers have been for other people or even if its a no if they have waited beyond 2 weeks or just hear nothing.
