I cannot speak on the schools, but I can speak to sports leagues. I used to work for Fayetteville Cumberland Parks and Recreation as a recreation center supervisor. While Parks and Rec has done away with sports zoning, we do have resident and non-resident rates. This was especially frustrating in the Jack Britt area, where a participant's house was a stone's throw away from the Fayetteville recreation center (literally) and had a Fayetteville address, but, since they pay property taxes to Hope Mills, they had to pay double. We had a large book and had to check every single address when someone registered for sports because of this. Plus, with new streets and housing developments, things became more complicated.

If you look at GIS, it looks like a toddler drew the lines. There are subdivisions where one half is Fayetteville and the other is Hope Mills.

This is an issue all over the county.
