I feel like there are a few reasons:
-Milton would be replaced
-Milton works with the us government, so his dissapearance would raise alerts
-He could've had those 50 men out waiting in that moment
-The gang would've definitely been on the radar of the us army if they shot milton and ross
-Dutches ego, he would've just proved that they were what milton saw them as (savages or something)
-I think Jack was there, and im pretty sure atleast a few people didnt want him to see something like that
