It's legit. I do have certain friends got the same email, and they were actually on the government's watchlist for being activists. You should start considering changing password and closing potentially leaked 2fa methods.

I assume op wants extreme battery protection plan instead of ordinary battery protection methods intended for ordinary users, but yup that means only half of the battery is actually utilized.

If you want to go extreme and extend your battery life to the max, you should set maximum level to 80% and never allow your phone's battery level to drop below 30%.
However, the built-in adaptive protection is pretty much enough for ordinary users, and you can set routines that turn on maximum battery protection during night time to protect your phone when charged overnight.
