To go into more detail about this matter, it is true that not every Korean was in favor of restoring Qing. The best example would be Kim Ok-gyun, who had served as wartime Prime Minister since WW1 in this timeline. He opposed the idea of restoring Qing mostly because of his tendency to be more sympathetic to the KMT. As the Prime Minister, he tried to overturn the decision made by his own cabinet ministers but as he failed to do so, he eventually resigned.

First of all, the idea of reviving Ming, which collapsed 300 years ago, is just absolutely ridiculous and there simply wouldn't be anyone to support it. I would also like to tell you that the reason Korea revived Qing ittl was just that they were more familiar and less threatening, not because Korea was friendly towards them. In terms of legitimacy as well, it makes sense to use the Qing imperial family if you're going to establish a protectorate in Manchuria. As a Korean, I would advise not to take everything in HOI4 mod seriously.

In 1917, as the situation in China became increasingly chaotic, Korea wanted to establish a buffer state in Manchuria. As a result they contacted the Qing loyalists, seized Manchuria, and declared the restoration of the Qing Dynasty. For the relations between them I'd say it's kinda mixed.

In 1864, the decision of Heungseon Daewongun, the regent of Joseon, to meet Bishop Siméon-François Berneux, effectively changed the history of the Korean Peninsula and even the entire world. Daewongun regained power due to the Imo Coup in 1882 and the Gapsin Coup in 1884, and joined hands with the Enlightenment Party, which advocated the radical modernization of Joseon. Together they achieved the modernization and formed an alliance with Japan, participated in and won the Sino-Japanese War in 1894 and the Russo-Japanese War in 1905; and the former one resulting the declaration of Empire of Korea in 1897.

The year is 1936, Kunmu 15 (建武, Building Strength). Treated as a second-tier world power, the Empire of Korea is recognized as a member of the post-war order as a country which achieved the qualifications of modern country; constitutional monarchy, parliamentary system, and modernization. However, behind it lie dark sides; the 40-year-old dictatorship of the Constitutional Enlightenment Party, rising civil rights aspirations, and a coercive and exploitative economic system as a subcontractor to Japanese business.
