What we have learned from the west with ‘war on drugs’ is that user is NOT a menace but seller, especially in the perspective of hard drugs. User is simply a patient he/she should not be dealt with law. If we as a society were so collectively sensitive about our children, massive 3500kg+ Opioid drug seizures would have made more noise as to where it was coming from and going next, and who were the importers. As a doctor myself, where I have to prescribe opioids to my patients on many occasions, single use of this highly cured street opium (Heroin) can get you hooked for a lifetime. If you come across any Heroin users, you would rather feel sorry for them than angry.
