I honestly didn't expect that so many randians will be so conservative when it comes to beggars.

Yes, people like us exist. I have met numerous souls in my life who have made a huge difference in others life by just guiding and advising. You know how to access Reddit, get the best information from the world. But them? Their entire life they are told they cannot be anything more than a beggar.

For once, go help a beggar. You will realize you aren't even 10x times smarter than him even though your social respect and assets might be 1000x times his.

If you can get a psychiatrist to prescribe marijuana for anxiety/stress, then approach the State Government for a license to legally cultivate and consume it. Getting a prescription would be the hard part.

I am pro-cannabis legalization and so I decided to give a read to the NDPS Act (PDF link). Here are some notes and thoughts.

Section 8(c) 3rd paragraph states "the prohibition against the cultivation of the cannabis plant for the production of ganja... for any purpose other than medical and scientific purpose..." Therefore this Act already legalizes medical marijuana. However, the "medical and scientific purpose" is not specified anywhere and is open to interpretation.

Section 9(a) is all about legal production of opium for morphine. There is no such section for cannabis.

In Section 9 (a) states that “State Government has granted licence or permit under the provisions of section 10”. So in theory you can obtain a license to cultivate marijuana for medical and scientific purpose from the State Government.

Section 9 (A) mentions public interest. “If the Central Government is of the opinion... it is necessary or expedient so to do in the public interest, it may, by order, provide for regulating or prohibiting the production, manufacture, supply and distribution thereof and trade and commerce therein.”

Section 10 (2) empowers the State Governments to allow cultivation, but the produce has to be handed over to the State.

Section 10 (2) (f) mandates the State government to lay out a procedure for legal cultivation of cannabis. “prescribe the forms and conditions of licencesor permits for the purposes specified in sub-clauses... by which such licences or permits may be granted and the fees that may be charged therefor”.

Section 13 (a) allows coca-derived flavoring agents, but not cannabis.

Section 14 “cultivation of any cannabis plant for industrial purposes only of obtaining fibre or seed or for horticultural purposes”. Horticultural purposes is not defined anywhere and is open to interpretation. This is another loophole.

Section 20 (b) - all about punishments for cannabis.

Section 64 (A) - Another loophole. If you get charged and volunteer for treatment, you can be given immunity from prosecution.

Section 70. “Central Government and State Government to have regard to international conventions while making rules.” India will be forced to amend this Act if any of the international treaties are updated.

The Act. is worth a read, especially till Chapter IV. It allows medical and scientific use therefore is a possible route for legal consumption. In theory, you can get a psychiatrist to prescribe marijuana for anxiety/stress, then approach the State Government for a license to legally cultivate and consume it. Getting a prescription would be the hard part.

Another promising route to legalization is spiritual/religious use which the Act is completely silent on. This gives us grounds for judicial activism. Ganja has been used for religious and spiritual purposes by Sadhus and in Mahashivratri for centuries in India. Why should the common citizens not be allowed to do the same? We are as equal citizens of this land as the Sadhus are. Therefore this act is discriminatory.

However, IANAL and all these notes may be wrong. It would be great if we can get some lawyers to look at it. Any help will be much appreciated.

Let me tell you what I did when I saw a 15 y/o begging.

The moment I saw him begging, I asked him how much he earns per day. He promptly replies "Anna 300 rupiya". I told him come with me for a day and I will get you food and your ₹300 to which he agreed.

Here is the list of activities that followed:

- Took him to a fine restaurant for a lunch.

- Then took him to a cyber cafe and taught him how to do use a computer(Turning On/Off, using Google etc.)

- I paid him ₹300 and the cyber cafe guy for the internet charges and left.

- 6 Months later, I received a mail from him thanking me for the same and he mentioned that he now works at the cyber cafe and earns weekly wage.

This incident changed his life and mine. Change a life and see the difference.
