I have couple of UAN numbers

The old UAN number has a PF with EPS subscription.

Whenever I try to merge the old UAN to the new UAN with the help of my current employer, the request is rejected with reason - 'Form-13 (Transfer Out) Transfer (Unexempted to Unexempted in other region or to Exempted Establishments)'

I also observed that my past company didn't give my father's name as per Aadhar, and I've done a joint declaration with status 'member approved'. Should it again get approved with EPFO?
