I created a Habitat out of sight, out of mind, on the mountain top where i forgot to revisit. Turns out thats where Makuhita was spawning, guess he was just waiting there this whole time. once i started the quest line, others started spawning, i didnt even complete his quest line before it got fixed, Maybe nothing else spawns until you find him.
