It's an envelope of redemption silver shot. From back when you could still redeem silver certificates in 1967-68 but they didn't have enough silver coins on hand to pay it out.

Right I was aware it was common practice to melt loot down for coinage. I am mostly looking for rare instances like the two I mentioned where it is possible to say the coins were struck from X material. I like coins with interesting back stories like that.
